The Indo Cine Appreciation Foundation (ICAF) and International Tamil Film Academy (ITFA) said that to organise film festivals on a larger scale regularly they need sufficient funding from the state government.

From 1978 to 1991 the city used to host major world film festivals with official participation. Later on ICAF and ITFA took initiatives to organise smaller festivals.

Representatives of the two bodies pointed out that with the state government help international festivals were organised in other states every year, and Goa had even won the status of a permanent venue for such festivals.

According to ICAF general secretary E. Thangaraj, each festival cost his organisation a minimum of Rs.2.5 million.

"Last year the government sponsored the festival. It should fund these festivals the way its counterparts in Kerala and West Bengal are doing," Thangaraj told IANS.

Manicam Narayanan of ITFA added: "If we get the allocations we seek from the government, we can hold better festivals."

The 700-member-strong ICAF staged its first Chennai International Film Festival (CIFF) in 2003 in cooperation with the National Film Development Corp (NFDC).

Eminent film personalities like Girish Kasaravalli and A.R. Rahman participated in it and 19 films from different countries were screened.

The second CIFF was held in 2004 and 27 films were screened. The third was held in 2005 with 120 films from 32 countries including Germany, Spain, Japan and China presented.
